If you go to the message boards on coh.com, you can find how to do it in the "Training Room" thread. You must do the 5 hour training room download. Then there is a specific page on coh.com, that will let you copy your toon(s) to the test server.
Other than the long d/l, it's pretty easy.

Just put into Google, "City of Heroes how to get on the test server"

Aww poor Coldie. Let me give you a brief HTML lesson.
When you want to put up a hyperlink (one that is clickable) you must first start it with an opening tag of "a href=website url" Where the quotations are, you would replace them with brackets < & > (above the comma and period on the keyboard). You would then type a relevant name. Then you would close the code with an end tag of "/a" again substituting the quotations with brackets. If I put them in the code, you wouldn't be able to read it! lol
So, keeping the brackets for quotes in mind, if you wanted to go to City of Heroes it would look like:
"a href=http://www.coh.com"City of Heroes"/a"
with a result of
City of Heroes
